The PhD educational programs are an integral part of the educational concept and Development Strategy of the International University of the Kyrgyz Republic.
The goal of the PhD program is to train world-class researchers with a solid academic foundation, proficient in modern information technologies, including methods of acquiring, processing, and storing scientific data, and capable of organizing and conducting research in their chosen field.

HISTORY OF THE HIGHER SCHOOL OF DOCTORAL STUDIES (PhD)
The Higher School of Doctoral Studies (PhD) was established on September 1, 2013, based on the decision of the Academic Council of the IUKR Consortium No. 7 dated April 16, 2013.
In accordance with the National Sustainable Development Strategy of the Kyrgyz Republic for 2013–2017 and the Order of the Ministry of Education and Science of the Kyrgyz Republic No. 733/1 dated December 12, 2012 “On organizing an experiment on the development and implementation of doctoral (PhD) programs”, a working group developed regulatory documents:
Temporary State Requirements for universities implementing pilot PhD programs of postgraduate professional education
Temporary Regulations for the implementation of pilot doctoral (PhD) programs of postgraduate professional education
In 2013, IUKR received a license from the Ministry of Education and Science of the Kyrgyz Republic (No. LG130000028) to implement experimental PhD programs in Economics and Business Management.
Other participating universities in the experiment included: BAFE, KSUCTA named after N. Isanov, KNAU named after K.I. Skryabin, KNU named after Zh. Balasagyn (IIMOP), and KSTU named after I. Razzakov.
From 2019 to 2022, the Higher School of Doctoral Studies (PhD) of IUKR participated in the Derecka project – “Developing Scientific Potential through the Advancement of PhD Programs in Kyrgyzstan,” which aimed at strengthening the research and innovation capacity in Kyrgyzstan by promoting doctoral degrees.
In the 2021–2022 academic year, IUKR received a license (LS210001164) from the Ministry of Education and Science of the Kyrgyz Republic for professional doctoral programs (PhD) in the following fields:

530500 – Jurisprudence
531000 – Philology (English Language)
In December 2022, the PhD programs in Economics and Business Management successfully passed accreditation by the independent accreditation agency EdNet.
In May 2025, the PhD programs in Jurisprudence and Philology were accredited by the independent accreditation agency AAPAE.
Faculty and staff of the Higher School of Doctoral Studies (PhD) regularly undergo internships and training at national and international levels and actively participate in international conferences and seminars.
