The Department of Software Engineering was created in 2016, during the formation of the western campus of MUKR. The activities of the department are aimed at training highly qualified developers and specialists. The need for such specialists is dictated by the constantly growing needs of the information and communications industry: the opening of IT technology parks, the rapid development of the offshore and custom programming market, the informatization of government agencies, and the needs of private business. The software industry is a rapidly developing area of ​​the modern Kyrgyz and world economy, and software is the most important component of information systems.

The program of study in the direction of “Software Engineering” fully complies with international recommendations for teaching software engineering in higher educational institutions and covers all aspects of software production: mathematical, methodological, economic, legal, marketing, managerial base, the best world knowledge and practices of software production.

The department consists of experienced teachers with academic degrees and titles, actively engaged in scientific work. Teachers of the department have experience in creating computer information systems in various fields of human activity. This contributes to the fact that practical work occupies a large part of the entire educational program. Students make full use of all the resources of the university's research potential.An important feature of the learning process is the acquisition of teamwork skills in typical software development conditions, participation in real team projects while undergoing internships and internships in companies specializing in the field of development, consulting and software project management.

Our department conducts significant work on the methodology of classes, individual work, and student consultations, ensuring the training of qualified specialists in the field of Jurisprudence.

Every year, the department staff reviews and updates teaching materials, tests, practical assignments, and lectures for students. Lecture and seminar materials are up-to-date and cover priority areas of modern jurisprudence.

A modular, point-based, and rating system for assessing student knowledge has been implemented in the educational process. For this purpose, questions, quizzes, and tests of varying difficulty levels have been developed. Exams are administered using a set of questions that covers all the material covered in the subject.

Catalog of elective courses with brief annotations
1. International Economic Law
International economic law studies international economic norms regulating public economic relations that arise in the process of establishing and implementing economic activities, as well as in connection with economic conflicts occurring in various regions of the world. As the law of international economic relations, international economic law has direct relevance within the system of the Kyrgyz Republic.
2. Roman Law
Roman law is an independent academic discipline aimed at familiarizing students with the fundamental components of the legal system that regulated relations between private individuals within the Roman state. It fosters a comprehensive understanding of Roman law as a coherent system, its role in shaping the common European legal space, and its influence on the systematization of national legislations of European states.
3. Investment Law
At the current stage of development of the Kyrgyz Republic as a rule-of-law state, it is important to build a logically complete legal system with the identification and scientific justification of its branches. The transition to a market economy in Kyrgyzstan is closely linked to the development of investing as a professionally conducted economic activity aimed at generating profit. In addition, investment activity in the Kyrgyz Republic is intensively developing, including with foreign participation. Studying this course is an essential component of legal education and a crucial element of the professional preparation of lawyers.
4. International Investment Law
One of the most important challenges in reforming and modernizing the economy today is attracting foreign investment. The Kyrgyz Republic requires foreign capital capable of bringing new technologies and modern management methods. Considering modern realities and the movement toward digitalization of the economy, it is impossible to view investments as a separate category. Therefore, the discipline “International Investment Law” is designed to support economic development under conditions of digitalization, which impacts all spheres of life.
5. International Humanitarian Law
International humanitarian law (IHL) is one of the most effective tools available to the international community to ensure the safety of people and respect for their dignity during war. Its purpose is to minimize the suffering and hardships endured by persons involved in armed conflict. It represents a set of rules protecting individuals and property from harm or destruction during hostilities and limiting the parties to a conflict in their choice of means and methods of warfare. Thus, the law of armed conflicts ensures the necessary balance between the universal principle of humanity and military necessity.
6. Family Law
Family law includes the study of the corresponding branch of national law. Studying its institutions should form in students a deep and holistic understanding of the significance and role of this branch in regulating social relations, as well as equip them with theoretical knowledge and practical skills for applying its norms. Successful mastery of the course is viewed as an important component in acquiring high legal qualification. The legal norms of family law are based on general legal theory and the provisions of constitutional, civil, and other branches of national law.
7. Advocacy (The Bar)
The observance and protection of citizens’ rights and freedoms by state bodies largely depend on the important public-legal institution of advocacy, which determines the fundamental principles of the activities of those providing professional legal assistance to citizens and organizations. Advocacy as a legal institution has always been considered an attribute of a democratic state. The discipline studies the organization and functioning of the bar, the state and trends of its development, the provision of qualified legal assistance, and the development of practical skills of an advocate. The course is based on the Constitution of the Kyrgyz Republic, universally recognized principles and norms of international law and international treaties of the Kyrgyz Republic, as well as other laws and regulatory acts.
8. Customs Law
Customs regulation is one of the main instruments of state influence on foreign trade. It ensures, on the one hand, free access of the Kyrgyz economy to the global economic system, and on the other hand, through prohibitions and restrictions on the import and export of certain goods, licensing, quotas, and other measures, protects the interests of Kyrgyz consumers, the country’s economic security, public order, life and health of people, morality, ethical standards, cultural values, and also replenishes the state budget through customs duties collected during the movement of goods and vehicles across the customs border of the Kyrgyz Republic.
9. Tax Law
Tax law is an independent academic discipline aimed at defining the place and role of tax law within the legal system, examining its main legal institutions, evaluating the legislation governing the tax system of the Kyrgyz Republic, and studying the procedures for organizations and individuals to fulfill their obligations under tax law. It also covers tax control, liability for violations of tax legislation, key issues in judicial practice, and provides an overview of the tax system of the Kyrgyz Republic. The course develops students’ ability to apply theoretical knowledge in lawmaking, law enforcement, and other professional activities in strict compliance with the law.
10. Law of International Treaties
This course focuses on current issues of the legal regulation of international treaties. It explains the concepts of international treaties, their codification, and classification. Special attention is given to organizational forms of preparing treaty obligations, features of the conclusion and implementation of foreign economic agreements, and the practice of compliance, application, and interpretation of treaties. The course presents key methods for determining the law applicable to international legal relations involving foreign parties.
11. Mediation
This course includes the study of the corresponding branch of national law. Studying the institutions of mediation forms a deep and holistic understanding of its significance and role in regulating social relations, and provides theoretical knowledge and practical skills for applying its norms. Mediation law is based on general legal theory and the provisions of constitutional, civil, and other branches of national law. Mastery of this course is an essential element in developing high legal qualification in the field of preventing, settling, and resolving legal disputes, organizing negotiations with the participation of a neutral mediator, and applying these skills in future practice.
12. International Justice
International justice provides an overview of the legal foundations of the organization and functioning of international judicial institutions, their types, and classification criteria. According to universally recognized principles of international law, states must resolve disputes peacefully to avoid endangering peace and security. The institution of peaceful dispute settlement is a fundamental part of modern international law. Its norms appear in all branches, shaping the essence and foundation of the international legal order. One method of dispute settlement is judicial proceedings. In the context of globalization, there is a growing number, regionalization, and specialization of international judicial institutions (courts and tribunals). Today dozens of international and regional political and economic organizations operate, most of which include dispute-resolution bodies. Therefore, this course addresses issues relating to international criminal justice; international human rights courts; judicial bodies resolving disputes in international economic relations; and courts operating within regional integration groupings.
13. Legal Foundations of Information Activities
This discipline provides an understanding of information and forms legal relations in this sphere. It equips students with theoretical and practical skills for working with information relations expressed in the form of electronic databases. It explains the main legal norms, functions, and institutions, enabling students to understand the fundamentals of information legislation of the Kyrgyz Republic and related international legal instruments.

The teaching staff of the department participates in international conferences, seminars, and round tables. Information regarding their scientific publications, reports, teaching materials, and monographs is updated annually. On September 28, 2021, a master class for students majoring in Jurisprudence was held at the International University of the Kyrgyz Republic. Elmira Bayyshevna Arapova, PhD, led the master class. She spoke to the students about the Law of the Kyrgyz Republic "On Guaranteed State Legal Aid" and the Law "On the Bar of the Kyrgyz Republic and Advocacy Activity" and touched upon the activities of the National Network for the Development of State Legal Aid in the Kyrgyz Republic.
